PILO develops and shares change methodologies which improve learning and contribute to sustainable improvement in the public education system.
We know the “education system needs urgent action” (chapter 9 of the NDP). No matter how you read the stats - South Africa performs poorly in terms of getting learners through school and enabling them to be socially engaged and productive adults.
We are meeting this challenge by building and advocating models for education system change.
PILO creates and tests system change programmes which improve learning in public schools.
PILO designs, develops and delivers workshops, material, tools and support processes.
PILO packages programme learning for the system and its partners.
PILO supports implementation where necessary to kickstart or sustain change.

DISTRICT SUPPORT PROGRAMME
The district support programme enables District Leaders, Circuit Managers (CMs) and Subject Advisors (SAs) to plan together, implement and review results using evidence and dialogue. This leads to improved relationships with SMTs and Teachers and a stronger focus on improving teaching and learning.
District Management Teams lead and build a responsive, supportive culture to reinforce practices in Circuits and Schools
Circuit Managers routinely monitor and support curriculum management and problem-solving
Subject Advisers support Department Heads to manage curriculum planning and track coverage in specific subjects
SCHOOL MANAGEMENT TEAMS
SMTs (Principals, Deputies and Department Heads (DH)) are enabled to support Teachers to make better decisions on how to cover the curriculum so that most Learners learn what they are supposed to learn. A course of 6 to 9 modules on leadership and curriculum management for SMTs is conducted over 2 to 3 years.
Support Teachers to complete the curriculum reflectively
Lead Teachers to schedule, plan and track curriculum coverage, through regular conversations based on evidence
Respond to and facilitate curriculum coverage problem solving
TEACHER LEARNING AND SUPPORT
Teacher learning and support combines two processes. In some provinces, Teachers receive Foundation Phase lesson plans and trackers, as well as Mathematics, Science and Language trackers. These trackers assist Teachers to track coverage and reflect on progress providing evidence for professional conversations and judgements.
In addition, SAs are supported to schedule, plan and deliver targeted workshops for DHs (and Lead Teachers) to strengthen content knowledge and curriculum management skills.

WHERE WE WORK
We work wherever a provincial education department or stakeholder is willing to partner on our journey of change. PILO currently works in KwaZulu Natal, Free State and Gauteng. It has worked in the Northern Cape and will soon be in Mpumalanga.
We have worked with the KwaZulu-Natal Department of Education (KZNDoE) on Jika iMfundo since 2014. We partner with the Department to roll-out the Jika iMfundo Campaign comprising SMT training and District development in 6 Districts, with plans to assist the KZNDoE to deliver to the other six Districts in 2020. From 2015 to 2017, we worked with Pinetown and King Cetshwayo. From 2018 to 2020 with iLembe, uMgungundlovu, uMkhayakude and uMzinyathi. Funded by National Education Collaborative Trust (NECT) and Old Mutual.
PILO designs and supports Gauteng Department of Education (GDE) District Officials training to deliver Kha Ri Ambe SMT modules to 1000 primary schools. It also developed the support skills of those Officials to work with Schools. Funded by Zenex and the GDE.
In Free State, we support the Department of Education’s (FSDE) Curriculum Leadership Impact Programme.We offer a full support programme to Primary and Secondary Schools in two districts - Fezile Dabi and Motheo, and support Provincial and District delivery to Primary Schools in the remaining 3 Districts of Lejweleputswa, Thabo Mofutsanyana and Xhariep. Funded by KST, Old Mutual and the Free State Department of Education.
We have a three-way partnership with the Department of Basic Education and Zenex to implement a programme in 2 Districts (Enhlanzeni and Nkangala) in Mpumalanga. The Programme to Improve Learning Outcomes, designed by PILO, is delivered by Officials and selected Service Providers with guidance from Partners. It is funded by the European Union

PILO is collaborative and works in partnership with the Department of Basic Education, Provincial Departments of Education, Trade Unions, Districts, Schools, Communities and Learners. We also work closely with the National Education Collaborative Trust (NECT), other education NGOs and donors, as part of creating a broader coalition for change in the system.
